The register is the first thing to open
The Alcohol and Gaming Commission of Ontario publishes a register of licensed operators. You do not need an account, a deposit, or a login to read it. The first step is to open that register and treat every other claim as secondary. A site may show a logo, a badge, or a sentence about Ontario regulation. None of that is the register. What the register says is a matter of public record, and what legal means is narrower than most banners imply.
Begin with the exact name you would type into a search bar. If the site trades under a brand, type that brand. The register search is literal. A brand name and a legal company name are often different, and a search for one will not always return the other. The register entry shows a site name and a company name next to it. That company is the licensee. Now open the site's own terms and conditions. Find the section that defines "the Company," "the Operator," or "the Service Provider." The name in that section should be the same legal entity as the name beside the register entry. If it is, the first check passes. If it is not, the first check fails.
A match looks like this: the register lists Company A as the operator of the site, and the site's terms name Company A as the party to the agreement. The address does not need to be identical in every punctuation mark, but the entity should be recognizably the same. A match is the minimum, not a guarantee of anything else.
A mismatch looks like this: the register lists Company A, but the site's terms name Company B, or an offshore entity. That is a mismatch. It does not prove the site is a fraud. It proves only that the reader cannot confirm the site is operating under the Ontario licence shown on the register. The site may be a white label, a clone, or an affiliate page. The check stops there unless the reader wants to deposit into uncertainty.
A mismatch does not prove a fraud, but it ends the short cut
The method here is not a fraud detector. It is a licence check. A mismatch means the reader cannot verify the site against the AGCO register. That is enough. You do not need to prove bad intent to decide not to deposit. The absence of a confirmable licence is a reason to stop, not a reason to investigate further. Some sites display a logo from a company that is licensed, but their terms name a different company. That is a common pattern. The logo is decoration until the company name matches the register.
